DNS Problem(I Think)

Windows 7 Professional 64 bit.
Suddenly between 4/18/2018 and 6/18/2018 Quicken 2017 quit working. All indications were it could not find the Quicken Server.
During Re-Installs I managed to get a "Name-Resolution-Failed" message. When I installed the latest Quicken Updates the message became "Error 137".
Chrome and Firefox run fine and no problem with any websites.
In working with Quicken Support we tried to download and install TeamView. I believe it has a problem also.
 
I run Windows 7 Professional 64bit. Windows Firewall. Malwarebytes. Windows Security Essentials. I tried running with them off, except WSE(I can't turn it off).
 
From an elevated command prompt:
type C:\Windows\System32\drivers\etc\HOSTS > "%userprofile%\desktop\HostsContent.txt" && notepad "%userprofile%\desktop\HostsContent.txt"
Then copy the content of it and post it here.
 
That currently points to a program HOSTSMAN. It is turned off but Hosts.tmp contains hundreds of entries. some begin with 0 and some 127.
 
I am running Pro.
In looking at a log file from the Quicken Failure it shows

ERROR:Error while downloading support info: System.Configuration.ConfigurationErrorsException: Error creating the Web Proxy specified in the 'system.net/defaultProxy' configuration section. ---> System.Net.Sockets.SocketException: A non-recoverable error occurred during a database lookup

I looked up the system.net command and it indicated that a failure would redirect to I.E. for information. I do NOT run Proxy.
Somehow I lost Windows 7 Professional 64 bit I.E. 11.
[FONT=&quot] I tried the Features Off/On with no luck. I tried to download and install with no luck. I first ran it from the Program file and all I got was a NOT RESPONDING message. I believe I need this so Quicken will run. I tried downloading an update which was not compatible, probably because I.E. is not really installed.

From what I can make out, I had an updated version on the computer. I don't know what "branding" means, but it seemed to install everything.
Since the last try I have been uninstalling all 2018 Updates except the latest for .NET Framework. After lunch I will try and run it again.

Before I tried to run it I checked Control Panel\Programs and Features and it is not there. No real surprise.
My question is: Should I run C:\Program Files\Internet Explorer\ieinstal.exe or
C:\Program Files(x86)\Internet Explorer\ieinstal.exe. They seem to be the same.
Is ieinstal.exe the installation exec? The only 2018 date in the file is SIGNUP and EN-US.
There must be a way to install it if everything needed is in those files???

More confusion. Windows Features shows Net Framework 3.5.1. Windows Programs and Features show .Net Framework 4.6.1 with an install date of 2015. I just re-loaded it a couple of days ago. I feel like I should start drinking again to clear up the headache.
