Server is using a lot of CPU, Cannot get DISM to run and complete or SFC

Would really love some assistance on this. I have a windows 2016 server that is running really poorly. I finally got SFC to run last night but is says it doesnt find any issues. DISM with startcomponentcleanup gets to 20% and dumps out saying it completed sucessfully.

You have not used the attached SFCFix.zip in post #4, so please run the steps in my previous post again.
 
It look like Sfc /Scannow is back to failing at 38%, says Windows Resource Protection could not perform the requested operation.

Ok it completed sucessfully. I cannot tell you how much i appreciate your help. Hopefully this fixes all of the slow latency we were experiencing.
