DISM hangs at 40%, now SFC /scannow will not run

I had trouble updating using Windows Update so I ran DISM /Online /Cleanup-image /Restorehealth. It kept hanging at 40% even after letting it run for many hours. Now when I go to run sfc /scannow, I am getting "Another servicing or repair operation is currently running. Wait for this to finish and run sfc again."

I ran your SFCFix and it did not detect any corruptions.

Attaching cbs.log. DISM gets stuck at 40%. It created a 1.7GB file. I then ran sfc / scannow. This is the log from the sfc /scannow.
