DISM Error: 582

Everytime I try to run DISM in cmd it throws Error: 582 and An illegal character was encountered. For a multi-byte character set this includes a lead byte without a succeeding trail byte. For the Unicode character set this includes the characters 0xFFFF and 0xFFFE at me and I can't update my windows to 1803. My computer doesn't want to download any updates or install any updates and all microsoft applications are not working beside cortana. It would be great if someone can help me. I can't run sfc either without it throwing an error.
