DISM Error: 1726 - The remote procedure call failed.

Hello,
I can't get DISM /restorehealth to work at all. Tried various fixes. It gets stuck at 62.3% and says The remote procedure call failed. Service is set to Auto in regedit. I did a fresh install of Windows 11 but still, my programs are failing, crashing and start up apps are not even starting properly. Also getting random javascript errors. Appreciate the help! To add on this : I had 2 bluescreens when sfc /scannow + restart. Also upon turning off the machine, Windows update gets stuck and loops infinitely that im forced to turn my pc off manually.

New thread since I didn't post correctly the results and logs.
I can't get DISM /restorehealth to work at all. Tried various fixes. The remote procedure call failed. Sometimes gets stuck at 62.3%.
I did twice fresh install of Windows 11 (Rufus and Media creaton tool) but still, my programs are failing, crashing and start up apps are not even starting properly. Also getting random javascript errors.
Windows update just infinitely loops after I try to turn off my machine, and I am forced to shut down my pc manually. I am out of ideas and would appreciate the help!
