DISM crash at 4.5% - windows 10 constantly freezes

Windows 10 constantly freezes and whenever I try sfc /scannow or dism it fails. sfcfix tries to dism and stops at 4.5%, then says everything is fine.

Desperate for help, have been having this issue for years.

DISM error is 582: An illegal character was encountered. For a multi-byte character set this includes a lead byte without a succeeding trail byte. For the Unicode character set this includes the characters 0xFFFF and 0xFFFE.

I clean installed a new license of windows on a different drive, but would like to salvage this broken windows install. I do not want to clean install over this broken windows. Thank you.
