[SOLVED] Diagnostic System Host service keeps terminating

From time to time my internet connection fails for whatever reason. I then click on the little icon in the lower right corner of my screen and a “troubleshooting” option comes up. Without fail what comes back is this message “The Diagnostic Policy Service is not running.” Can you tell me what that means, why it isn’t running, and how I might get it to run so that troubleshooting can work?

I have been working with Ried at MBAM HelpDesk. We are finally finishing a long case which she has handled beautifully. However, for my final question, she recommended you. She said to also give you these error messages from the FRST64.exe Addition.txt: Error: (08/04/2016 08:37:55 AM) (Source: Service Control Manager) (EventID: 7023) (User: )
Description: The Diagnostic Policy Service service terminated with the following error:
%%5 = Access is denied.
Error: (08/04/2016 06:38:40 AM) (Source: Service Control Manager) (EventID: 7023) (User: )
Description: The Diagnostic System Host service terminated with the following error:
%%1052 = The requested control is not valid for this service.

I would be very grateful for any help you might be able to give me on this, as it has been happening for a long time.

First off, I have no clue what is happening so it sure would help if we had more information. For example, we don't even know if a PC, notebook, Windows (and if so, version), Linux, wifi, Ethernet and more

How do you connect?
Is your computer on this network the only one with problems?
Did it used to work okay?
What are the specs of your computer?

However, for my final question, she recommended you.
MBAM Tech support referred you to Sysnative? That's good to know. Most of us here use and recommend MBAM. Thanks.

There is no topic, per se. I was helping him via Malwarebytes HelpDesk system. There was no deep infection, just persistent adware in Chrome that we finally got rid of. I've attached his Addition.txt so you can see system specs, Event Viewer error messages and installed programs.

It means that "The Diagnostic Policy Service is not running.”: open windows services (click windows start, in the searchbox type services.msc, press enter on your keyboard), double-left-click the diagnostic policy service, verify the startup type is set to automatic (if not, set it automatic), click start, click ok.

Why isn't it running?
I could only guess: someone or something disabled it for you.
A relative or a friend of yours?
A malware?
Yourself (probably with the "Clean startup" MS well known procedure?
Maybe are you running windows in safe mode, or in partial safe mode?
Maybe did you use an "optimization software" (piriform CrapCleaner, wisecleaner WiseCare365, ashampoo winoptimizer, RegSeeker, GlarySoft GlaryUtilities, KerishDoctor, YL WinUtilities, iobit advanced system care, auslogics boostspeed, and so forth)?

I saw in the log avast and windows defender are both enabled, but IIRC avast usually disables windows defender (even if in windows 7 it is not a complete AV solution).
Then I saw you have installed piriform ccleaner, iobit driver booster and TuneupUtilities.
I tend to exclude the first two as culprits...
Then I've also seen the HOSTS was modified: has it been done on purpose?

Tried what you suggested. Didn't work. The setting is already on automatic. It also said that the service was "stopped." I tried to manually click the "start" button, but it came back with an "Access Denied, Error 5" response. I am going to try to post a screen grab.Diagnostic Policy Service 1.jpg
 
Launch this command from an elevated command prompt:
(sc qc dps && sc queryex dps) > "%userprofile%\desktop\DPS configuration.txt"
It should create DPS configuration.txt on your desktop and its content should be similar to this (Note that I'm using Win10 home x64):

How to open an elevated command prompt in ALL ("living") windows versions: click (or right-click) on Windows Start, click in the searchbox (or click Search, or start to type directly), type CMD, press and hold CTRL and SHIFT keys (on your keyboard), press enter (on your keyboard), release all the keys, click yes to UAC window (if you disabled UAC, this shouldn't appear)

Well...I tried. Thank you for assuming that I am a computer whiz. It makes me feel good, but in truth I am a complete dud when it comes to computers. I did exactly what you said, typed exactly what you said, and the screen grab I am sending was the result. MANY thanks for the tip about those two "iffy" programs. As to you question about modifying HOSTS -- the only thing I can think of (because I certainly wouldn't know how to modify it myself) is that the hard drive on my machine was recently partitioned so it could act like a server for a program we bought to help us manage my small business. There are three people with access (including me), maybe that is why HOSTS is modified.
Now...can you tell me what I did wrong to not get the result you posted? I am sure it was my fault.DPS Configuration 1.jpg

Hi again, xilolee....and thanks again for trying to help me. I only just now noticed a couple of other questions you asked me. Sorry I missed them before. This is the first time I have ever posted in any type of forum and I am royally messing it up, I think. Anyway:
1. It is very possible that at sometime in the past I ran one of those junky programs you mentioned. Believe me, I have learned my lesson and won't be doing it again.
2. I have no idea why the Diagnostic Service is not running. I for sure didn't disable it intentionally. I only know that it hasn't worked for a long, long time. Like years.
 
Kelly, the Diagnostic Policy Service isn't simply disabled (mine is disabled, and it's just a few clicks to re-enable it should I need to), it's giving an "Access denied" (WIN32_EXIT_CODE : 5 (0x5)) error, which means it's a Permissions issue, that will require careful thought and a very specific fix, perhaps further digging will also be needed.

Not my area of expertise but I'm sure we have someone who can get to grips with it for you.

First of all...forgive me, I can't resist...I KNOW what Cymru means!!! Are you really from Wales? I lived in England for 5 years and Wales was by far my favorite place to go. I loved the beauty of the land and I loved the beauty of the people.
Even though my problem isn't your area of expertise, I am grateful for your response. At least it lets me know that I wasn't being a complete bonehead overlooking something obvious. It hasn't worked for years, and the message that it isn't working shows up every single time I try to troubleshoot why my internet connection isn't working properly.
 
Now...can you tell me what I did wrong to not get the result you posted? I am sure it was my fault.

The only wrong thing you did was to copy the wrong command I posted before I edited the post (you have been faster than me). ;)


I think the following operations should fix the problem, but wait for administrators' or moderators' approval before you try them.
And by the way, before you try them, create (obviously) a new system restore point and a system image (and a backup of all your irreplaceable files): i.e., use all the possible precautions.
Humans can make errors, and programs are made by humans (hence they can make errors too).

  1. Create a restore point
  2. Create a system image (or more system images, with different tools)
  3. Make sure you have the Windows installation (or repair) cd (or usb drive) at hand (and/or the cd/usb drive to run your preferred system image tool).
    In case the system won't start in its Advanced Startup Options even after many reboots, you'll be forced to use it to restore your PC with the restore point or the system image previously created
  4. Download Tweaking.com Windows Repair 3.9.3 Portable (click) on your desktop
  5. Double-left-click it (open it)
  6. Click the repairs tab
  7. Click Open repairs button
  8. Untick the first checkbox (untick "All repairs"): it should untick all the checkboxes
  9. Tick ONLY Reset service permissions
  10. Click Start repairs and let it work until it finishes
  11. Report if the problem has been solved
