[SOLVED] Defender fails to install Server 2016, SFC hangs at 83%, DISM says array bounds are invalid

Hi, I've been fighting with this for a while and have been unsuccessful at resolving the issue. Defender install from server manager just fails.

SFC says all is well
DISM check command hung at 83%
DISM /Online /Cleanup-Image /RestoreHealth fails with error 1734 array bounds are invalid

CBS log shows corruption error after failed Defender install (CBS log attached):
Store corruption, manifest missing for package: Package_7265_for_KB5030213~31bf3856ad364e35~amd64~~10.0.1.2

ran wusa /uninstall /KB:5030213 - says it isn't installed (it is, I checked)

I downloaded Farbar Recovery scan tool and ran it searching the registry for KB5030213 (log file attached)

Not sure where to go from here, any assistance would be appreciated.

Farbar Recovery Scan Tool again.

Warning: This script was written specifically for this system. Do not run this script on another system.
  • Download the attachment fixlist.txt and save it to your desktop.
  • Right-click on FRST.exe and select "Run as administrator".
  • Press the Fix button.
  • If for some reason the tool needs a restart, please make sure you let the system restart normally.
  • When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  • Post the logfile Fixlog.txt as attachment in your next reply.

Fixlist.txt ran without errors. Fixlog.txt attached.

Windows Defender installed without issue.

Running DISM /Online /Cleanup-Image /RestoreHealth and will post results.
