CU's failing to install

Server failing every attempt to install the CU for 02/2023, same was the case for the 01/2023 CU. SFC clean, DISM clean. Kept seeing simiar to this in CBS file:

I uninstalled KB4589208 and then tried CU, same result.
I re-installed KB4589208 and then tried CU, same reult.
I expanded the KB4589208 to get cab file and DISM to import the package cab file. CU still fails.
