Cumulative updates fail to install on Win10 x86 1809

Hello,

we have several Industrial PC's running Win10 x86 (32-bit) version 1809. This is the 2019 LTSC version.
Updates to the OS are provided offline from internet using a patching sofware. The OS flavour uses cumulative updates to update the OS.
The behavior we see is that many systems fail to install the cumulative update. It only installs after multiple retries.
The error in C:\Windows\Logs\CBS\CBS.log hints at not enough memory, but the system has all the RAM a 32-bit system can provide.
Restart, closing applications, resetting windows update agent, sfc / scannow, DISM Restorehealth commands all do not solve the issue.
Most of the time, trying to keep installing the cumulative update (up to 14 times!) solves it eventually and then the update installs succesfully.

During installation of the latest cumulative update windows10.0-kb5036896-x86-1809_tw67248-76639.msu the following error is seen in CBS.log :
KB5037017 [HRESULT = 0x80070008 - ERROR_NOT_ENOUGH_MEMORY]

The componentscanner for x86 systems finds no corruptions.

Does anyone have a tip on why this happens and how to solve this?
