This has been going on for about 4 months, the Cumulative Update for Windows Server 2016 installs, then rolls back upon reboot. I've got a current clone of the system in a sandboxed environment with no network or internet access since this is the production Exchange 2016 server.
Steps taken so far:
delete folder c:\windows\system32\spp\tokens\skus\ServerWeb
HKLM\SYSTEM\CurrentControlSet\Services\TrustedInstaller BlockTimeIncrement change to 2a30
Attempted to install patch via ManageEngine Patch Manager Plus and manually using the appropriate .msu file. Since the server as no internet service at this time, unable to run Windows Update, however the previous April, May and June cumulative update was attempted via Windows Update with no success.
Ran ComponentsScanner twice. The first time it showed a bunch of errors and exited without creating the txt file on the desktop. Second time it ran, took forever, and created the file.
Not quite ready to migrate to Exchange 2019, so I'd like to get this resolved in the mean time.
