Couple Problems, Can't Update Windows and Graphic Drivers Not Detected

So this all started when I tried to play PC games again after a couple months of not playing anything. I noticed the game was very laggy and found out that my AMD drivers weren't even installed. I tried reinstalling and it still wouldn't work. I then tried to do a system restore and it didn't work as well. Then I found that I have to update windows to the newest version first before I should update my drivers. So I went ahead and tried to do that. The update fails saying "Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x80073712)"

TLDR: 2 problems
AMD drivers are not working/installing correctly
Can't update windows.

I have an Asus R510D laptop
AMD A10-5750M APU 2.5 GHz 8GB memory
GPU: Radeon HD 8650G+ 8670M 2 GB.
Windows 10

Edit: I have tried sfc/scannow in cmd

I'll put a few ideas here, and if we can't get things fixed quickly, we can refer you over the our Windows Updates forum here at SysNative, where they have a great amount of experience in Windows Update issues, and also have some special tools which can be customized to fix problems with troublesome missing Windows modules (especially a unique tool called Sfcfix - which should only be used under the supervision of one of the Windows Update techs).

Sfc /scannow
If you didn't run this as administrator, that might be why it didn't run. Right-click the Windows 10 Start Menu icon, and select "Command Prompt (Admin)", and try the command again. Let us know if you continue to get an error.

Windows Update
Try checking on what updates are having trouble installing. Go to Start > Settings > Update and security > Windows Update ... and click on "Update History". You should see a fairly long list. Copy down the updates that are failing, then - starting with the first to fail - visit the Microsoft Update Catalog website, search for that update by its "KB" number (or name, if it doesn't have a KB number), download the standalone installer - and try installing the update in that manner.

Once you are up-to-date with your Windows Updates (make sure that you are, by clicking on "Check for updates") - you can then try finding the latest and greatest drivers for your AMD equipment.

Yes I tried running as administrator for CMD.

I also cannot find the update for windows. Maybe my eyes may have missed it or something, or maybe I'm looking at the wrong page, but the update that failed was

Update for Windows 10 Version 1607 for x64-based Systems (KB3199209)
 
It's disappointing that the sfc/scannow command failed - when you ran it as an administrator. Tell you what, try the Microsoft Update Catalog to get KB3199209 again, and if that fails, it looks like it will be time to post over in our Windows Update forum here at SysNative.

Here's a screenshot of what you should see at the Microsoft Update Catalog site, when you search for KB3199209:

Thanks for your help so far, but strangely, when I tried to install the standalone update it says "The update is not applicable to your computer."

This makes no sense... why is my laptop trying to install a non applicable update? It's the only thing that comes up when I check my update history. I suppose it's time to move over to the update thread then?

Sorry that the problem is persisting. Yes, I think it's time to have our Windows Update techs help out. They see issues like this a lot, and have some pretty effective tools for fixing them. Good luck! (the Windows Update forum is probably our busiest, so try to be patient [they are all volunteers too] ... I think there's also a spot for "not being helped?" on that forum, if more than four or five days go by without a reply. Once they get going - they are impressively thorough, and often successful).
