Corrupt sfc and cbs

I have run SFCFix and this is what it gave me.

How do I fix this? I had Windows 8 pre-installed on my pc when I got it and windows 8 worked great then it automatically upgraded to 8.1 and has functioned properly since. My tiles and change pc settings will show on taskbar but not on my screen. I have a reboot disk for 8.1 but since I cant get to change pc settings, I cant reset my pc. Please send me any information on how to fix. Thanks!
 
You can safely ignore those two files per Microsoft KB 3022345: Update for customer experience and diagnostic telemetry
This update contains the following files that are occasionally updated by the Diagnostic Tracking Service:
telemetry.ASM-WindowsDefault.json
utc.app.json
The two files are marked as static files in the update. When an advanced user runs the System File Checker Tool (sfc.exe), the files are unintentionally flagged as corrupted. There is no impact or actual corruption on a device running this update, and a later service update will resolve this issue.
