The installed Windows is counterfeit.
Your machine was manufactured at about the time Windows 7 was released to manufacturers - but without the Windows 7 compliant SLIC table in the BIOS. It therefore shipped with Vista installed, and cannot support the installed Windows 7 OEM_SLP Key. It would have qualified for the Free Upgrade, but such upgrade use a different type of Key

You need to reformat and install a genuine version of Windows using genuine media and Key.
Have you actually purchased and upgrade for this machine, or did you buy the machine with Windows7 installed?
