Your police officers aren't doing fantastically lately are they...

How much harm can a handcuffed woman really do? He didn't restrain her legs, he punched her in the face.

I'm go out on a limb and suggest that the police handbook for restraining a potentially violent suspect doesn't state "punch them in the face".
