[SOLVED] constantly-looping restart/update requirement notice

Win 7 Home Premium, private sole user, no significant new soft/hardware installation in the subject timeframe, no other issues, system generally runs problem-free.

Hello.

I need assistance to resolve a very frustrating problem that began around 3 weeks ago but is now beyond my ability to explore further.

Whenever I start the computer, the Windows Update window opens requesting a restart in order to install important updates. When I restart, the same thing then happens again, and then that next-time also, and every time thereafter!

Initially I had thought that an overnight update which had been reported ("do not switch off, installing updates, 1 [etc] of 25") simply included a number of updates that needed to be completed individually before the system was able to continue with the rest in sequence.

Since then however I have had to restart between 10 and 20 times a day just to be able to carry on, so sequence-updating is not the cause.

Whenever I can, I take the postpone 4 hours option, though 75% of the time the postpone option is greyed out and there is simply a 15 minute countdown to an auto-restart that I can either await or restart manually. I generally save/close everything and do it manually just to get it done, and hope for a 4-hour option on restart however there can be up to 8 or 9 more greyed-out restarts before that is offered.

It is completely pointless starting anything or trying to continue with something that was interrupted, if all there is is a reducing 15 minute countdown before having to stop/interrupt again! Very frustrating!!

I am not at all knowledgeable about how computers/Windows operate, perhaps partly because I won't see my 60th birthday again, but I have tried to research this fault because it seemed reasonable to me that a user should be able to fix an update operation, which is an everyday function of Windows.

I have seen various references to fixes that others have used on what seems to be not an uncommon problem after all, though have not tried them all because I have no way to tell if the underlying cause was the same or different, in which case a fix might do more harm than good I think.

I did at one point run a Windows fix tool that seemed to have been suggested for a number of others and that wouldn't harm anything even if it wasn't effective, however neither that nor a couple of other recommendations to stop, rebuild, and restart certain Processes via CMD have never had any effect.

Following certain pointers on other people's reports has taken me in to some unfamiliar parts of Windows including a report of update installations and their results etc, and from that I have established that the problem is most likely related to update KB2538243, described as a security update for Microsoft Visual C++ 2008 Service Pack 1 Redistributable.

This and KB2538242 which is described exactly the same but for C++ 2005 not 2008, appear as a pattern together at very frequent intervals on that daily timeline report, and 242 always succeeds and 243 always fails.

I tried installing it manually at various times since finding out where to find its .exe files vcredist X86.exe and X64.exe, but each time I try running the installer (as administrator) I get a message "The feature you are trying to use is on a CD Rom or other removable disc that is not available. Insert the Microsoft Visual C++2008 Redistributable X86 9.0.30729.6161 disc and click OK"

But I do not have, nor never have had, such a disc. I have no idea what Microsoft Visual C++ is, and certainly have never installed anything by that name standalone. I assume C++ is therefore part of the OS?

I have Googled "Microsoft Visual C++2008 Redistributable X86 9.0.30729.6161 disc" hoping to find an .iso from which to burn a disc and be able to go forward and be able to manually install the problem KB update and hopefully stop this happening any more, but with no success.

Just a quick associated point or two:

... the other update, the one for C++ 2005, seems to be getting installed pretty much daily - is that harmful?

... do I need both C++ 2005 and 2008 whatever they are? Does one update/replace the other and this might be the sticking point?

... should there be later than a 2008 by now if so, and would uninstalling any or all of these solve this, or at least dumping all but the latest version if I need most-current?

... and if deleting any, how do I ensure that Win Update recognises that I have all I need and doesn't simply get 2005 and/or 2008 all over again and end up right back here?


In any event however I should be most grateful if someone can explore this for me and break this annoying loop - which in fact has needed me to restart twice during the time I have been writing this post - and return to me the reliable machine I had until a few weeks ago!

1. Click your start button and type cmd in the search box.
2. Right-click on cmd that comes up in the search results and select Run as administrator. Answer Yes to the UAC prompt if it appears.
3. Copy/Paste the following into the command-prompt window and hit enter.
reg query HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate /s >1.txt && notepad 1.txt

4. Notepad will open showing the WU info. Can you copy and paste this into your next reply?

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop. If you still have this on your desktop from downloading previously, you don't need to re-download.
  2. Download the file below, SFCScript.txt, and save this to your Desktop.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCScript.txt.
  5. Drag the file SFCScript.txt onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.

No apparent change.

Immediately upon restart Windows Update showed two updates waiting, the same two.

I selected to manually update, and KB2538242 (for C++ 2005) was successful and 243 for 2008 failed.

I looked at the update history and the pair have been attempted 6 times today so far, 242 has been successfully installed 6 times and 243 has failed 6 times.

Whilst I have been typing this another instance of 242 has been downloaded and is waiting to be installed - for the 7th time today and no doubt successfully - along with 243.

I have no further important updates pending, just 3 optionals.

I have also waited 45 minutes before replying, in order to see when/if the "restart to install important update" window pops up. It hasn't in that time, though that isn't necessarily definitive - at times its first appearance is only a few minutes after switching on, at other times it has been over an hour.

I would give it a little longer but I have to leave for an evening social engagement in a few minutes -- it is just after 6.30 pm in the UK right now and the event begins at 7.00. I did want to run your check and get back to you right away however.

I will have a chance to look back briefly around midnight+ when returning home should you see this and wish to comment further in the meantime.

I don't know if it might be relevant, but it took 4 attempts to install this once downloaded. On the first three tries an Unable To Install report was displayed after about 20 seconds of the final "initiating installation" stage commencing. All else up to that point appeared to be progressing normally, no obvious retry/wait/delay.

I almost took 3 fails as a stop-point and posted here that it wouldn't install but took one more shot and it completed, successfully I hope.

A mid-afternoon update, as my above post was made about 15-20 minutes after I switched-on this morning and I have been waiting for the "restart to install upgrades" message to appear.

It has been around 6 hours now and there has been no restart-nag. Ordinarily I would have had to restart anywhere from 2-10 times depending on whether I was offered a 4-hour delay option at some point.

As going for an entire morning or afternoon without being interrupted had not happened since these instances started 3+ weeks ago, I assume that one or other step you have had me take has at least remedied the constant nags.

To check this I wanted to wait past noon which is my auto-install time setting for updates, to see whether there was any difference in what installed and what didn't, and also to see whether a nag-window opened as usual if KB 2538243 still failed.

What happened was that 242 installed fine but 243 failed as usual.

Since then 242 has been downloaded once more and right now 242 and 243 are sitting there waiting to be installed again ... there has been no pop-up window calling for a restart to install them this new go-around, and right now it has been 3 hours.

I could have tested it again by going "install updates" from the Update window, but chose not to as it seemed pointless.

So this does appear to have dealt with at least the consequential problem of constant interruptions and frustration and lost time from the restarts despite them getting nowhere ... Windows is still getting nowhere, but now it is getting there all by itself and I am not getting interruptions :)

I would still very much like to get to the bottom of this however if you are prepared to continue, as there's clearly an underlying problem/cause that either is bending something or is just going to pop back up again at some point anyway in exactly the same way perhaps. Plus, if I do actually need that C++2008 update I'd like to be able to get it even if only to sidestep later issues when it's absence might trigger something again maybe more troublesome still.

If that's reasonable/realistic?

Just the usual two showing:

These are the same two that show on the update log as being attempted over and over again for a long time now, 242 always installing and 243 always failing. It successfully installs 242 first, 243 second and fails.

The last auto-update was at noon today (it is 4:05 pm now) when 242 installed fine and 243 failed again. I did not test it further at this time by taking the "update now" option, in case it was not appropriate.

Windows update subsequently downloaded 242 yet again, and that and the failed 243 are both now waiting to be installed.

I can understand why the failed 243 is waiting to be retried, but I am unclear why 242 is always apparently downloaded again ready immediately following its successful installation. Unless perhaps it is not a new download but the old one is never cleared after installation so is registered again as waiting, or unless this is a daily-update item in Windows-world and this is perfectly routine. In either case however I don't have the knowledge to expand on such things.

The only other updates pending are a couple of optional ones for my USB keyboard and mouse. I haven't actioned any.

2. When you see Command Prompt on the list, right-click on it and select Run as administrator
3. When command prompt opens, copy and paste the following commands into it, one at a time, pressing enter after each
wusa /uninstall /KB:2538242
wusa /uninstall /KB:2538243

4. Let me know what each says. This will provide me a direction to get this resolved for you.
 
It reports the same for both, "The update ******** is not installed on this computer"

The update history still says that 242 has been installed multiple times over an extended period.
 
A window appears saying "The feature you are trying to use is on a CD Rom or other removable disc that is not available. Insert the Microsoft Visual C++2008 Redistributable X86 9.0.30729.6161 disc and click OK"

I don't know what Visual C etc is, but I do not have that disc. I came across this same report earlier when trying to manually install the update before having to give up and make my initial post/request on this thread. I also tried to find an iso for that disc in order to burn a copy and continue that way, but with no success.

The CBS log now in the file is from a couple of hours ago, however Windows is denying me access and I can't zip it or move it or copy it ... I am administrator, but I checked the file for privileges/permissions anyway and I have full permissions ... am I missing something basic or is that part of the fault?

Ahhh, OK. Many programs use Visual C++ and it's a dependency for them to run properly so you don't want to uninstall these without knowing the ramifications. This message is telling me that it originally installed from a CD or removable drive. This software is the same software you are trying to install. We are trying to install Microsoft Visual C++2008 Redistributable X86 9.0.30729.6161 (KB2538243) and it is looking for the .msi file likely from the original source. There are several ways we can address this. Can you tell me what it says in the title bar of the message box that comes up? So when it says "The feature you are trying...", what does it say in the title bar of the message?

No need for the CBS.log at the moment. For future reference, you will need to copy the CBS.log to your desktop and then zip/attach from there. Thanks.
 
Thank you very much. I can't help with any suggestions of what Visual C++ etc might have installed as a part-of, it's all a foreign language to me I'm afraid.

We left earlier for a visit to family elsewhere tonight and tomorrow, and so I don't have access to the PC just now - writing this from my phone on the way to a late showing of the new Bond movie.

I'll get on to this when back later tomorrow.
