I've been unable to install updates on Windows 7 (error 80073701) for a few weeks now. My CheckSUR.log initially showed about 1000 missing MUM files and over 2000 "CSI Missing Winning Component Key" errors. I'm now only missing 18 MUM/CAT files from 3 now unavailable updates that were recalled and reversioned by Microsoft. The bigger issue seems to be the CSI thing. As 2349 is a huge number of errors, I decided to try upgrading to Windows 10 with the media creation tool instead, but this failed on account of Windows Update as well, with error "8007001f-20006".

I am stumped on how to fix these errors. No automated tool has worked so far and I lack the knowledge to fix manually. Any suggestions?

Unfortunately, due to the amount of errors, this is likely unfixable.

I would recommend that you run a HDD check:

GSmartControl
Follow the instructions below to check your SMART status with GSmartControl:


  • Download the portable version of GSmartControl and save it on your Desktop;
  • Extract the zip file to your Desktop. Open the folder gsmartcontrol-1.1.3-win64 which should be located on your Desktop and double-click gsmartcontrol.exe to launch the program.
  • Identify your drive in the list (if recognized by the tool), and hover your mouse over it.
  • You should see something called: SMART status. It will either read: Enabled, in which case you should do the following:
  • Double-click on it to bring up its window (usually you'll find your drive by its size or its brand name);
  • Go to the Self-Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply or take a screenshot;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, take a screenshot of the GSmartControl window and attach it in your next reply;
  • Please note: If the SMART Status reads: Unsupported, stop and let me know.

The Extended Self-test "Completed without error", and nothing was flagged in the attributes tab (all say "never" under failed). I don't think any of my hardware is compromised, I just have a lot of registry issues that are breaking Windows update. The files named in CheckSUR.log exist in a few places like my winsxs folder, they just aren't referenced properly in the registry maybe? I'm not exactly sure how it all works but it's not a hardware problem, and only Windows Update has any problems at all, everything else works perfectly.

Anything else I should run?
 
My power cut out during an update a few months ago and I ran some obscure commands to fix that (chkdsk, sfc, dism if I recall) because it wouldn't boot or system restore and I could only get in as user X: in cmd. It worked after that though. That's the only other update-related problem I've ever had with this PC.
My computer came with Windows 7, I never installed from a disk. Is it possible to go to 10 or a new install of 7 from the computer you're installing on? I tried that with 10 a few hours ago but it needed to use Windows update.
 
I have a partition with all the computer's original drivers and bloatware installers but no Windows 7 setup files or anything like that.

If I'm able to get a Windows OS setup on a USB drive will it be able to install without Windows Update? Is there a way to force an offline upgrade with the Windows 10 media creation tool maybe? Would that fix WU or would it just be broken in my reinstall too?
 
You can't upgrade to Windows 10. The system is too trashed for that. Your only option is a clean install of Windows either 7 or 10 if the Repair Install of Windows 7 does not work (or you can't source the install media to put onto the USB).
 
Ok, I'm going to try making an install USB for 10 with the aforementioned tool.
In the mean time, because I'd like to save the time of backing up so much and having to reinstall everything in the future, how are errors like this recommended to be addressed when there aren't so many? They all seem to be of the same type so if I can fix one I can fix them all. I'm also just generally interested in troubleshooting this because every search I did was a dead end so I assume other people have had similar problems.
 
Well, let's see if I can figure it out :P

I found someone else's individually tailored attempt to solve this and it started by loading the components file in ../sys32/config to the registry.
My HKEY_LOCAL_MACHINE directory in RegEdit doesn't even have a COMPONENTS folder. I'm gonna load the components hive to the registry there and run the DISM scan again. No harm no foul if I brick my machine since it looks like the only other alternative is a clean install.

I'll let you know how it goes :D
