clr.dll is either not designed to run on windows or it contains an error

I am running Window11 Pro. When I try to open Visual Studio Installer or Quickbooks Premier it gives me {executable} - Bad Image error. C:\Windows\Microsoft.NET\Framework64\v4.9.30319\clr.dll is either not designed to run on windows or it contains an error. The difference between the 2, Visual Studio Installed closes while Quickbooks tries to do an installation but gets caught in a loop then I have to end the Quickbooks task. I tried reinstalling Visual Studio Installer but it closes. As for Quickbooks, I try to repair it but it fails to register a component. I ran sfc and got the message, WRP found corrupt files but was unable to fix some of them. I ran DISM and got the following message, The source files could not be found.
