Choose an OS - two separate volumes on one PC

I have a M.2 SSD and a traditional magnetic hard drive installed on a PC. The SSD is C: and the HDD is D:. I installed Windows 10 on the M.2 drive and now when I boot I see:

I set it to run automatically on volume 7 assuming it was the Windows on the M.2 drive, which apparently it is. I'm not sure what the volume numbers represent or why I am receiving this message. Is Windows installed in two locations?
 
No it does not boot when selecting volume 3. Is there a way to safely remove that volume and eliminate the Choose an Operating System message?
