My win7 x64 ultimate partition, for the first time, but what a time its given me, headache after headaches...I tried doing it on my own only to hit dead ends, which is also highly irregular...
Okay, so I've been dealing with this since the March 2019 KB4474419 refusing to install but not only that, attempting to install any further updates except for .NET 4.6.x/4.7.x update packages and MSE updates (I got other defenses in place). So after getting the "Failure to configure Windows Update, reverting changes", one time, especially long any time I tried installing any further updates got me in a mess, the MS .NET packages verification tool log, I can provide, which is confusing, but looking at Installed Updates now says almost only just .NET 4.6.x/4.7.x are installed and visual studio 2010 c++ and a couple insignificant ones like Silverlight (just for skype).

When I try to install .NET 2.0 (believe it or not, a program I'd like to install wants it, the MS tool tells me I have them but I also that I don't at the same time? Same failure for the recent 3.x/4.x large update fails, except for 4.6.x and 4.7.x, when done manually from the files, it tells me "The update is not applicable to your computer". a scan with "Belarc Adviser" in its report tells me the updates that show up in my installation history in windows update are indeed still there, even if so little shows up in Installed Updates. So I got that cleared up. After doing a Windows Disk Clean-Up, the system got much more stable but also, I can't install a lot of things because it says I don't have .NET 2.0 SP1 and 3.5 can't be updated nor 4.0/4.1.x/4.2.x etc. etc.
Now, it seems to all be rooted in the fact that for some reason, the "Turn On or Off Windows Features" dialog box turns out to be empty. So I did a lot of thing Windows Update Troubleshooter, SFC /SCANNOW (says it's 100% fine), a few other things people said to do that was recurring like deleting some registry entry in particular, I don't even have it. Windows Update itself isn't broken, as in, it tells me when there's updates, but installing the packages it brings on this way is a surefire way for it to install things that won't install and give me a hellishly long "Failure to Configure Windows Update, Reverting Changes boot and reboot then getting the login screen and since I did the windows clean-up, maybe even before I wouldn't know, I only realized a lot of things depend on that Turn On or Off Windows Features.
So I installed the System Readiness Tool, I fixed a thing that makes the results of CheckSUR.log not as bad, as in I had to create a folder in the folder that log shows up in named packages and put there a .msu, that removed 2 lines of the awful result I get when the System Readiness Tool has done its thing and gives me the result...tens of thousands of errors :
So I see you guys have a great thread going on helping out people with SFCfix...I see I can't use the SFCscript.txt you provide to drop into the .exe for that tool, which I've tried on its own, as it was a suggestion I got when I finally was getting steered towards real answers. So, I can provide the entire thing (CheckSUR.log, the setup_verification_tool log for .NET framework packages. I've read how it would be a bad idea to use someone else's SFCfix script that you provide for people.
Shortly, I can't install new updates, for the most part, I can't install software that requires any .NET framework except 4.6.x/4.7.x, which are the only ones showing up in Installed Updates since the KB4474419 issue and reverting of changes. I did all of the basics here and more, it seems to all fall down to the Turn On or Off Windows Features tool that shows up blank and stays blank, which causes a lot of things not to work + the worrying CheckSUR.log results with the tens of thousands of errors that makes me wonder how the OS even boots up at this point, it's very stable, I can install driver updates still just fine but on the secure front? Heh, if I could just use some flavour of Debian right now, I would do so, but I can't, I need win7 to work until MS stops support then I'll see what I'll do.
I'll attach the 2 log files I've spoken of, although I expect you'd only want the CheckSUR.log file, if the files are too big I'll upload them to my favourite file hosting site, I've seen the threads where you helped out people with this particular situation with a lot of success unlike many places where the same questions/info is posted and there will be one helpful answer but one that doesn't go deep enough, I already did a lot of the stuff that should have solved the issue. So please, if you can help out, I'd be very glad, even send in a small donation right away if this is solved with you guys here, I know how it is to run a website/forum these days with the ads issues...
