Can't update .NET or Silverlight

First, thanks to everyone here for all the help.
Just found this site searching for a solution to the Windows Update issue.

I've tried many times to update .NET (2 updates) and Silverlight.
They download and try to install, then a "failed error 656 / 8007490" message appears.
The updates immediately reappear to install.
I ran the MS Fix-It tool but no joy.

Here is the log from the utility:

Forgot to mention that I tried every fix out there on multiple MS sites and others...
Also tried uploading the requested CBS.zip file but the uploader keeps starting over.

Hi and welcome to Sysnative. Sorry for the delay. .NET Framework issues are amongst the hardest to solve but we can give it a go. If you are still in need of assistance, please do the following.

Step#1 - System Update Readiness Tool (SUR)
1. Download and run the following file.
2. When it asks you if you wish to install, please answer yes. Note: It could take 15 minutes or more to run. Please don't cancel.
3. You will get an Installation Complete screen when it's done running.
4. Please attach the log from the following location. C:\Windows\Logs\CBS\CheckSUR.log
Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.

The install was looking good, then the dreaded error "The following updates were not installed: Hotfix for Windows (KB947821).
I tried again with the same results, even in Safe Mode.
Rats--another step?

OK, please do the following. That's very odd.

SFC Scan

  1. Click on the Start
    Start%20Orb.jpg
    button and in the search box, type Command Prompt
  2. When you see Command Prompt on the list, right-click on it and select Run as administrator
  3. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow

    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt
  4. This will create a file, cbs.txt on your Desktop. Please attach this to your next post.

Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.
 
Please do the following.

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Download SFCFix.exe (by niemiro) and save this to your Desktop. If you still have this on your desktop from downloading previously, you don't need to re-download.
  2. Download the file below, SFCFix.zip, and save this to your Desktop. Ensure that this file is named SFCFix.zip - do not rename it.
  3. Save any open documents and close all open windows.
  4. On your Desktop, you should see two files: SFCFix.exe and SFCFix.zip.
  5. Drag the file SFCFix.zip onto the file SFCFix.exe and release it.
  6. SFCFix will now process the script.
  7. Upon completion, a file should be created on your Desktop: SFCFix.txt.
  8. Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this file into your next post for me to analyse please

Rats--same error "The following updates were not installed--Hotfix for Windows... :(

I tried WU and actually installed many updates that were hiding over the past few weeks, but not those pesky 3 .NETs and Silverlight
 
Are you able to go to Add/Remove programs and uninstall the .NET framework and Silverlight that are listed? Please try. If we're able to then we can re-install.
 
Both seem pretty sticky to uninstall, but I've done research and downloaded repair/cleanup/uninstall utilities.
Will report back after checking it all out...

I'm seeing network issues since the changes.
And after reading a few horror stories about .NET uninstalls and how it affects other programs, I reluctantly need to leave things as is for now to fix the network.
A least WU is working a lot better, and I sincerely appreciate all you've done Brian!

When you are ready to continue (take your time) please do the following.

I want you to:
1) Enable verbose Windows Installer logging (use the Fix-It at the above link)
2) Try to install the .NET updates that keep failing.
3) Run collect.exe and copy to Desktop, zip up & upload both %temp%\vslogs.cab & C:\Windows\Logs\CBS folder. See here for details: Instructions to collect .NET Framework 4 and Visual Studio 2010 setup logs - VarunGupta - Site Home - MSDN Blogs
4) Disable verbose Windows Installer logging using the matched pair Fix-It from the link I provided.
