Hi,
Got a bit of a weird one. A friend asked me to help with his laptop because they cannot start most programs. Clicking on the exe/shortcut and nothing happens, not even some microsoft exe's like cmd and regedit. File Explorer works though.
This also happens in safe mode and a new user account. I found that right clicking and troubleshooting compatibility and choosing "this program requires extra priviledges" seems to work so im thinking its a permissions issue. ProcessExplorer seems to work but i think that launches as an administrator anyway. I can use this to launch other programs. Right clicking and choosing "Run As Administrator" doesnt work.
I have internet access but not from within a browser.
I have managed to run chkdsk and sfc scans as well as the dism commands for restorehealth. SFC does find some corruption so i tried using SFCFix and that crashes everytime. Here is the link to the Crashdump and report from SFCFix and my CBS.log. Uploadfiles.io - sfcfixcrashreportcbs.zip
