Can't install Defender - 0x80073701 - ERROR_SXS_ASSEMBLY_MISSING

Im getting this error 0x80073701 when trying to install Windows Defender feature on windows server 2016, ive opened the CBS.log. below seems to be where the error occurs. I've downloaded and ran the FRST64.exe and have attached the output.
I have already SFC /scan and DISM fixes. I have tried using CLI to uninstall the KB4534271 but i get a error stating its not installed. The link below is similar to what im running into. Any help would be greatly appreciated.

Step 1. Download the

Farbar Recovery Scan Tool and save it to your Desktop:

Download the 64 bit version: - Farbar Recovery Scan Tool Link

Warning: This script was written specifically for this system. Do not run this script on another system.

• Download the attachment fixlist.txt and save it to your desktop.
• Right-click on FRST.exe and select "Run as administrator".
• Press the Fix button.
• If for some reason the tool needs a restart, please make sure you let the system restart normally.
• When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
• Post the logfile Fixlog.txt as attachment in your next reply.

Step 2. Please attempt to install Windows Defender, if it fails attach the CBS log(s) to your next reply.

• Open Windows Explorer and browse to the C:\Windows\Logs folder.
• Right-click on the CBS folder and choose Send to > Compressed (zipped) folder.
• Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
• Click on the Yes button here.

• Attach the file CBS.zip to your next reply.
