[SOLVED] Can't install an update KB4284863. Reverting changes on reboot.

The system: Windows Server 2012 R2.
When I try to install KB4284863 it install successfully, but on reboot it says something like "Failure to configure updates. Reverting changes" The exact error might be different, since I have not English Windows.
Tried clean boot. In clean boot I disabled non-Microsoft services, but couldn't find the way to disable startup items. After clean boot the issue persist.
Tried Windows update troubleshooter and issue persist.
Tried deleting %systemroot%\SoftwareDistribution folder and the issue persist.
Tried DISM.exe /Online /Cleanup-image /Restorehealth - The restore operation completed successfully. The component store corruption was repaired, but the issue with update persist.
 
Add Missing Package
1. Click the Start button and type cmd.exe in the search box.
2. Right-click on the cmd that comes up and select Run as administrator.
3. Once you are at the command prompt, copy/paste the following line and hit enter.
pnputil -a C:\Windows\WinSxS\amd64_iscsi.inf_31bf3856ad364e35_6.3.9600.18470_none_2d88c8d8c79967be\iscsi.inf

4. Let me know if it says successfully installed. If it does, try to install updates.
 
When I try to run this command I get error: "The third-party INF does not contain digital signature information."
 
I disabled driver signature enforcement, installed driver and then update installed successfully. But why this driver has not digital signature? Where is it from?

I'm not sure. I analyzed the log and saw that the reason for the rollback was the driver which couldn't be updated, but you had it in the WinSxS directory, what I did was just imported it manually via pnputil -a command and it worked. I hope this helps.
 
I really want to understand what is iscsi.inf and why it does not contain digital signature. I reviewed all devices in Device Manager but cannot find iscsi there.
It's good, that we fixed the error, but will be even better to understand things under the hood.
 
At least if I would be able to uninstall this microsoft iscsi initiator, but I can not find it in device manager and in Programs and Features.
