[SOLVED] Can't Install a bunch of windows updates and Dism can't fix errors

So there are a bunch of optional windows 8.1 updates that resolves problems but cant install any of them. I also can't install Cumulative update for IE 11 (kb3058515). Dism and sfc couldn't fix the errors it found. This is on Windows 8.1 64 bit.

My name is Aura and I'll be assisting you under Biran's supervision (like he explained already). For starters, I would like you to uninstall the KB3022345 and try to install the other Windows Updates after. If you don't know how to uninstall a Windows Update, follow the instructions in the link below.

Remove an update - Windows Help - Tip: you can enter the number of the update in the search box in the top-right corner of the window to find it easily
 
Alright. You have a few permission issues we'll try to take care of. If we cannot solve them, this issue might be impossible to fix without a repair install. Follow the instructions below please.

Windows Repair All-In-One
NOTE: Before following to step below, please disable your Antivirus software or any other real-time security software that you have enabled.
  • Download the portable version of Windows Repair All-In-One;
  • Move the file (archive) on your Desktop, and extract it there;
  • Go in the tweaking.com_windows_repair_aio folder, then Tweaking.com - Windows Repair folder, right-click on Repair_Windows.exe and select Run as Administrator;
  • From there, click on the Next button until you are presented with an Open Repairs button and click on it;
  • Let the Registry back up complete, and move on to the check-list window;
  • Click on the Unselect All button at the bottom, then check the following items:
    • 01 - Reset Registry Permissions
    • 02 - Reset File Permissions
    • 03 - Reset Service Permissions
    • 04 - Register System Files
    • 05 - Repair WMI
    • 06 - Repair Windows Firewall
    • 10 - Remove Policies Set By Infection
    • 14 - Remove Temp Files
    • 15 - Repair Proxy Settings
    • 17 - Repair Windows Updates
    • 21 - Repair MSI (Windows Installer)
    • 26 - Restore Important Windows Services
  • Once done, click on the Start Repairs button and let the scan execute;
  • If you are being prompted with a Security Warning, allow it to go through;
  • Once the repair is complete, it'll ask you to restart your computer, please do it;
 
Okay I had to do it in safe mode, because It started doing nothing after 20 mins waiting on it. In safe mode it only took 15 mins to complete. When I rebooted my screen was black so i waited like 5 mins? It still was black so I hard rebooted. The screen was still black, so I took a nap and let it sit there. When I woke up I was at the login screen, but it seem different. When I logged in it was like the same greeting when you first install windows 8. Then when I got to the desktop it had no background and some window services didn't load. So just in case I uninstalled my AV. After reboot everything was normal. Now I'm going to try to run these updates.

There's only one corrupted payload, and it's part of the buggy KB3022345. SFC falsely report that file as being corrupted, even thought it's perfectly fine. Microsoft is aware of the issue and said that they'll address it in a later update.

The two files are marked as static files in the update. When an advanced user runs the System File Checker Tool (sfc.exe), the files are unintentionally flagged as corrupted. There is no impact or actual corruption on a device running this update, and a later service update will resolve this issue.
