Can't change Taskbar Color

I've noticed with this version of Windows I have (clean install) the option to change the color of the taskbar is greyed out. Is there a workaround ?
 
Is Windows activated? Personalisation options are disabled if Windows isn't activated.
 
Windows is Activated. I can change my wallpaper, and other colors. It just wont give me the option for the taskbar. It's a bug from what I've read.
 
If you scroll up a bit, is "Automatically pick an access color from my background" unchecked?
 
Why does Windows 10 have to be so darn buggy.. Like it's non stop with the bugs. Windows 7 was good.. Combined the best of XP and Vista into one OS.. Then came 8 which was bad.. Then 10 which isn't as bad, but still buggy.. I will check out the link. Thanks!

30+ million lines of code plus Man has yet to learn how to create perfection 100% of the time. And remember, of the 700+ million Windows 10 machines out there, each and every one became a unique machine within the first few minutes after the first boot - as users like you and me setup our own networking settings, security and other apps, peripherals and their drivers, user accounts, and personalizations like colored taskbars - all in what must be an infinite (or close to it) number of hardware + software configurations. Frankly, I think it amazing W10 works so well.

Also note your issue is hardly a widespread problem. While you were not alone, it's not like millions and millions of users suddenly experienced the same problem. In reality, it was likely some setting or change you or one of your installed programs did that induced the problem - not Windows itself. I'm just saying.

And yes, W7 was good - very good actually. But it sure was not without its share of bugs either, bugs that MS is still releasing patches for after more than 10 years (until Jan 12, 2020). W8, as operating systems go, was not bad. In fact, it was an excellent OS. People just hated the new "Metro" UI and hated more that the new interface was forced down our throats with no easy way to bring back the familiar desktop and start menu (thank goodness for Start8).
