[SOLVED] Cannot update to IE 9, 10, or 11 on Win7, SP1

The short story is in the title. The long story is that I was getting web site notifications that my browser was out of date although I was currently using the most current IE 11. Following a Microsoft KB, I tried to uninstall IE11 and reinstall. I got the 9C59 error when I tried to reinstall. I then further uninstalled IE 10, and then uninstalled IE 9 leaving me with IE 8. I then got error 3715 when I tried to reinstall. At this point if I try to install any version of IE, I just get the message "Internet Explorer Didn't Finish Installing". I have tried all the MS recommended fixes with no luck. Thanks for any help you can provide.

Please download the IE11 offline installer here: Download Internet Explorer 11 for Windows 7 from Official Microsoft Download Cente

Attempt to install IE11 using the offline installer. When the installation fails, zip up and attach C:\Windows\Logs\CBS\CBS.log
Note that if the zip is larger than 8MB you will need to use a file sharing service such as OneDrive, DropBox, SendSpace, etc. and include a link to the uploaded file with your reply.

Let's try this:

Run Windows Repairs
  1. Download Windows Repair (All-in-One) Portable to your desktop.
  2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...

  3. Keep the defaults and click the Extract button.
  4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
  5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.

  6. Double-click on Repair_Windows.exe to open. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
  7. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
  8. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
  9. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
  10. Please click the Unselect All button and then click to enable only the following ones:

    14 - Remove Temp Files
    17 - Repair Windows Updates

  11. Ensure the Restart check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.

  12. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.

Note that this will reset the Windows Update installation history.

Once your computer has restarted, disconnect from the internet (unplug your Ethernet cable or disconnect from the wireless network) and then run the IE11 Offline Installer again.
Reconnect to the network when the installer has finished.

If the installation process fails, zip and attach C:\Windows\Logs\CBS\CBS.log with your reply.
 
Success. Thank you. IE 11 is now installed, but I still have the problem I was initially trying to solve when I uninstalled IE 11. Numerous web sites still tell me that I need to upgrade my browser, or that their site might not work with my out of date browser. Any idea why I am getting this notification when IE 11 is installed?
 
In Internet Explorer, click the gear in the upper right hand corner and choose 'About Internet Explorer'.
What version is displayed?

I was having the exact same issue as Jerry. I lost count of all the fixes that I have tried. I came across this site and this post. I follow your instruction and finally after 2 weeks of frustration I accomplish a good installation on IE11. Thank you guys for this site!!!
