Cannot roll back Office 365 versions

So we have many users now who cannot use some of our software as their office 365 version has updated.

I have tried everything to try and roll back my version as it's updated the same as theirs (full admin rights) and it just refuses.

I have use the ODT with the config file and get the same message on any machine I try (see attached 1.png)

I have removed antivirus
no proxy
disabled firewall

same error message every time.

Just cannot get anybodies 365 rolled back!!!!
this is a big problem, i have tried several different versions to roll back to and all the same error.

Please help

I have also tried the other method...

cd %programfiles%\Common Files\Microsoft Shared\ClickToRunofficec2rclient.exe /update user updatetoversion=16.0.xxxxx.xxxxx

This just does absolutely nothing
