I do not have hang-ups other than the request to activate windows. Also, no blue screens.

Let's try this:

Run Windows Repairs
  1. Download Windows Repair (All-in-One) Portable to your desktop.
  2. Once the file is downloaded, right-click on the file on your desktop and choose Extract All...

  3. Keep the defaults and click the Extract button.
  4. A folder named tweaking.com_windows_repair_aio will be extracted to the desktop. Once the extraction is complete the folder will open.
  5. Inside this folder, there is a folder named Tweaking.com - Windows Repair. Open this folder as well.

  6. Double-click on Repair_Windows.exe to open. Note: Please make sure all of your programs are closed and anything you were working on is saved as we will be rebooting.
  7. When the program opens, click the Reboot to Safe Mode button at the bottom of the screen. Answer Yes to allow.
  8. Once rebooted into Safe Mode, open the program again. When the program opens, click the Repairs tab and click the Open Repairs button.
  9. A backup of your registry will be made. After a few moments you will have many options from which you can choose.
  10. Please click the Unselect All button and then click to enable only the following ones:

    10 - Remove Policies Set By Infection
    17 - Repair Windows Updates
    26 - Restore Important Windows Services
    27 - Set Windows Services to Default Startup

  11. Ensure the Restart check box is selected and click the Start Repairs button in the lower right of the screen. This may take some time to run so be patient.

  12. Once the fixes are complete you will be prompted to restart your machine. Answer Yes.

When your computer has restarted, try to run DISM again:

DISM /RestoreHealth Scan

Since DISM won't work, let's see if SFC will.

SFC Scan

  1. Swipe in from the right edge of the screen, and then tap Search.
    (If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search.)
  2. Type cmd in the search box, and then right-click or press and hold on Command Prompt.
  3. Tap or click Run as administrator.
  4. When command prompt opens, copy and paste the following commands into it, press enter after each

    sfc /scannow

    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt
  5. This will create a file, cbs.txt on your Desktop. Please zip and attach this to your next post.
 
Let's check the memory on your computer before we continue.

This test usually runs for several hours, I recommend to let it run overnight.

Click the start button, then in the search box type 'Windows Memory Diagnostic'.
Right click on the Windows Memory Diagnostic in the list, then choose Run as Administrator.
In the dialog box that appears, choose the option to restart now.

When the diagnostic completes, the computer should automatically restart and display the results.

Let me know what the results of the test are.

If the results are not displayed on login, they can be found using event viewer.
Click the Start button, then right click Computer.
Select Manage, System Tools, Event Viewer.
In event viewer, double click Windows Logs, then choose System.
Click the 'Find...' option on the right side in the Actions pane, then type 'MemoryDiagnostics' (no spaces and without the quotes) and click OK.

Let's prepare for a repair installation (in place upgrade) to replace the corrupt files.

First, be sure that you have a backup copy of any important personal files on the computer (documents, pictures, etc.).

Next, prepare a blank DVD or 8GB(or larger) flash drive to use for the Windows 8.1 installation media.

You will need your Windows 8.1 Product Key to install Windows.

Windows Product Key

  1. Right-click on the Start

    button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter

    wmic path softwarelicensingservice get OA3xOriginalProductKey

  3. When the product key is displayed, write it down for reference.
