Cannot Install WMF 5.1 from version 2

Multiple Windows 7 SP1 machines on my network. I cannot take advantage of deploying updates using PDQ because it relies on PowerShell 3+. All my Win7 machines have PowerShell 2.
I attempted to install KB3191566 but it is a failure

Read through another thread and attempted to uninstall KB 4041681 but that is not installed.

What can I do?

Hello and welcome! Apologies for the delay!

I would recommend you uninstall PDQ products from your machine as they have been know to cause severe issues with Windows Updates in the past.
