Since 5/16/2019, the following Windoze 7 updates download and begin the installation process, but fail with a variety of error codes:
* 2019-05 Security Monthly Quality Rollup for Windows 7 (KB4499164)
* 2019-05 Update for Windows 7 for x86-based Systems (KB4505050)
* System Update Readiness Tool for Windows 7 (KB947821-34) [October 2014]
* 2019-06 Security Monthly Quality Rollup for Windows 7 (KB4503292)
* 2019-07 Security Monthly Quality Rollup for Windows 7 (KB4507449)
(Error codes: 800703F9, 8007371C, 9380001)
While the following updates download and install with no problem:
* 2019-05 Security and Quality Rollup for .NET Framework for Windows 7 (KB4499406)
* 2019-07 Security and Quality Rollup for .NET Framework for Windows 7 (KB4507420)
I have tried the following remedies, all to no avail:
* Restore from a backup before the problem began, and retry the updates.
* Download the updates from the Windoze catalogue, and try to install from the downloaded file.
They fail to install, but there is no error message.
* Run SFC /Scannow -- which purportedly "fixed" several problems
* Run SFCFix.exe --- which detected no problems
* Try to install the updates in "Safe Mode", but neither WU nor the installer can run in Safe Mode!
* Disable my Avira antivirus program
* net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver

* Deleted all sorts of files as per Windows Update Error Code 800703f9 - How to Fix.
* With MSCONFIG, disable all windows and startup items, which tanked my system, and required restoring from backup.
* As per Internet article re dual-boot: try booting off WU installation media; bootrec.exe /fixmbr, /fixboot, rebuiltbcd
* Remove KB4499406 (NET update), but that didn’t help either.
* Restore from backup, do NOT install NET update, just install KB4499164.
