[SOLVED] cannot install .net 4.8 on server 2012 r2

Hi

I am trying to install dot net 4.8 on server 2012 R2 (it is Citrix gold image). Updates on that machines ware sporadic at best during the years. Now an application needs dot net 4.8 to work and cannot install it. Did try with windows update (it is shown there as update) - got error, did try with online and offline installers - got errors, did try with developer version - same thing
in order to fix the issue (the image was transfered to normal virtual machine) I have tryed so far this:
- reset windows update components (stopping the services and deleting cache folders, reregistering dll's) - did not help
- sfc -scannow and DISM restore health commands - did not help
- check disks - did not help
- downloaded tool Reset Windows Update Tool and got to all options - did not help
- downloaded tool Download Windows Update MiniTool - MajorGeeks and did try to install the updates - did not help

errors that I get
Installation Failure: Windows failed to install the following update with error 0x8007371B: Microsoft .NET Framework 4.8 for Windows Server 2012 R2 for x64 (KB4486105).
Installation Failure: Windows failed to install the following update with error 0x8007371B: 2022-11 Security and Quality Rollup for .NET Framework 3.5, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows Server 2012 R2 for x64 (KB5020690).
Installation Failure: Windows failed to install the following update with error 0x8000FFFF: 2022-11 Security Monthly Quality Rollup for Windows Server 2012 R2 for x64-based Systems (KB5020023).
Installation Failure: Windows failed to install the following update with error 0x8007371B: 2022-10 Security and Quality Rollup for .NET Framework 3.5, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows Server 2012 R2 for x64 (KB5018549).
 
solved - got windows server 2012 install media and mounted it. Started the instalation from the running OS and "Upgraded" preserving the apps and data. then started the windows update - installed around 130 updates and few restarts later - got the dot net 4.8
