Cannot install KB4556799 (error 0x800f0982)

Hello!

This has been bothering me for quite some time now. I cannot install the above mentioned update (I am on W10 1909 otherwise), but even worse - I cannot install even the latest W10 2004 May update by forcing it via Microsoft's update tool!

DISM says everything's fine. SFCFix says everything's fine. FRST made a log. Attached you can find those, along with SFCFix log.

I also tried clean boot then update, no go.


Any help very much appreciated! :)

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try updating the system just like you have in the past. Not the upgrade to the latest version.
3. Stop Process Monitor as soon as it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and provide the link to the LogFile.PML file as well as your CBS.log Examples of services to upload to are Dropbox or OneDrive or SendSpace.
 
OK! The log ended up being pretty huge (5.26 GB), so thankfully I managed to RAR compress it to 222 MB. You can find this log here: Logfile.rar

Step#1 - FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download the attached fixlist.txt and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

So FRST went through that fixlist pretty fast. Looks like it was just registry tweaks. I have restarted and am trying to update to KB4556799 again. Here's the fixlog.txt:

Ha, there is actually no need to do that, kind sir. The KB4556799 update worked now! I have no idea what you did, but it fixed it for me! I am hoping this will also mean I will be able to update to 2004 without issues.

My curiosity gets the better of me, though - can you please explain what exactly you did with those registry tweaks, and what exactly was wrong so that I don't do it again! I do remember trying some hacks to remove the Connect app, and I vaguely remember that this might be when the problems with that particular update started. So I think I won't be trying to do that anymore... But yes, I'd really love an explanation of the fix here. Cheers!
 
MS implemented dependency on their apps, so when you try to remove the built-in apps like Connect, you can, but it breaks the WU.

Then the appropriate registry keys have to be re-imported (and in some cases, files) in order for updates to work again.

What I did was identified the keys, removed the currently present ones and imported the ones from a "clean" machine, a known good system I have.
 
Awesome! Not awesome for MS to create such a dependency, though. Anyways, the update worked and I still don't have Connect in (but I assume it will return when I update to 2004).


Well - I know to which place I will return if I ever have some deep Windows issues. Usually I can find my way out of any problem I have (being with Windows since 3.11 for workgroups when I was a kid), but this one really stumped me. Count me in as a very satisfied forumite!
