[SOLVED] Cannot install kb4516065 on win7 x64. Error code 80092004

Thanks in advance for your help with this.

Every time I attempt to install the "2019-09 Security Monthly Quality Rollup for Windows 7 for x64-based systems (kb4516065)" I get an error, code 80092004.
I tried all the troubleshooting steps suggested by microsoft as well as the forum posting instructions steps. No luck. sfc /scannow did find some issues when I ran it earlier, but it's coming up clean now and still no joy.

Rebooted and re-enabled Windows Update (w/ "ask") and now that I have KB4490628 installed I'm seeing two other old updates that weren't showing as pending in Windows Update before...KB3042058 and KB3172605.

Should i install these before attempting to proceed with KB4516065?

To recap, here is what I did:
1) Attempted all the recommended steps from Microsoft here except for resetting / re-installing windows (https://support.microsoft.com/en-us/help/10164/fix-windows-update-errors). Was not able to install KB4516655 at that time as recommended by one of the steps.
2) Found my way here and completed all the steps for Windows 7 outlined in Windows Update Forum Posting Instructions (Windows Update Forum Posting Instructions), and wrote the post at the start of this thread.
3) Installed KB4490628 as instructed, which was successful, rebooted and opened windows update.
4) Via Windows Update, installed KB3042058 and KB3172605, which had not been in my list of available updates before. Both were successful. Rebooted and opened Windows Update again.
5) Via Windows Update, installed KB4516065. Successful, finallly! Rebooted and opened Windows Update again.
6) Via Windows Update, was prompted to install KB4516655 (looks familiar from step 1 above!), and did so successfully.
7) Came back to this thread to share the results!
