cannot change any windows features
comes up with Error code: 0x80073701

The error code 0x80073701 translates to ERROR_SXS_ASSEMBLY_MISSING - so there may be a missing or corrupted file(s) in the \winsxs sub-directory of \windows; not sure.

Bring up an Admin CMD prompt and run -

[SIZE=18px]sfc /scannow[/SIZE]

[After the scan is complete] - Are all issues resolved or does Windows come back and say there are issues, but Windows cannot fix them?

Also - curiosity question, please - what happens when you click on "Tell me how to solve this problem"?

Where exactly are you going to change Windows Features? (I can't recall as I don't believe that I have ever done this).

Do you go in via Control Panel?

okay..
i have already did the sfc /scannow command a couple of times before, and the outcome is that "windows resource Protection did not find any integrity violations"
i was trying to enable .NET Framework 3.5 and Legacy Components
When i click on "Tell me how to solve this problem" it sends me to a Microsoft site -"https://support.microsoft.com/en-us...lation-error-0x800f0906-0x800f081f-0x800f0907"
and the CBS file i attach should be the CBS.log you asked for
and i still receive the same error

Please do the following:

Step#1 - Capture Process Monitor Trace
1. Download and run Process Monitor. Leave this running while you perform the next steps.
2. Try changing the feature just like you have in the past.
3. Stop Process Monitor as soon as the it fails. You can simply do this by clicking the magnifying glass on the toolbar as shown below.

4. Select the File menu...Save... and save the file to your desktop. This is likely the default location. The name (unless changed) will be LogFile.PML. This is fine.
5. Zip up and provide the link to the LogFile.PML file as well as your CBS.log Examples of services to upload to are Dropbox or OneDrive or SendSpace.
