Can I restore to Windows 8.1 from a Windows 10 backup?

I recently made a backup on Windows 10 through Windows Backup & Restore and I want to know if I can use this backup to restore after doing a clean installation of Windows 8.1?

You want to do what? Restore back to W10 after you did a clean installation of 8.1 after upgrading to W10?
 
Wanted to restore my files settings etc. with a backup and image of windows 10 on a laptop running windows 8.1 if possible
 
You would have to see if Windows Explorer can read the Windows 10 DVD you created for backup and is able to copy files from it.

Well I used back and restore to backup my files and an image of windows 10. So it is not the windows dvd. It is a folder on my external hd

If so, you can copy them into your Windows 8.1 system.

If the Windows 10 DVD is an actual image of your Windows 10 system created using imaging software, then I would assume you can use it to restore Windows 10.

However, you should be upgrading to Windows 10. You cannot run both Windows 8.1 and the Windows 10 you upgraded to at the same time. It's one or the other.

Since you reverted back to Windows 8.1, my advice is to re-upgrade to Windows 10 when you're ready to do so.

Well do you know if my programs and registry was backed up too? And if so can I restore that to windows 8.1 if the backup was created in10?
 
No... programs must be reinstalled.

The registry is created from various files each time you boot the system. Furthermore, you cannot use a registry from a windows 10 system in a Windows 8.1 system.
