Bluescreen on win start up and shut down

Often when I try to start my pc, or I try to shut down my pc, I get a BSOD. The error codes I get are memory management and quota underflow (other code could also been there, I just remember these two).
What I tried:
SFC Scan
Memory check (mdsched)
Disk check (chkdsk)
Win update
