hello... and thanks in advance for any help you might offer.

Yet another windows 10 newbie with the dreaded crappy latency related video playback issue. Ive attached the trace, msinfo and dxdiag files and have enclosed the speccy link.

whether playing a video online or offline from a saved file, it clicks, skips etc. i ran latencymon and it reports my poor laptop is just having all kinds of problems with video and storport (?).

I bought a secondhand dell e6400 laptop with windows 10 home preinstalled. i dont have the os disk. i'm totally lacking in any kind of technical expertise but this is what ive tried.

turned off defender, uninstalled kaspersky internet security. - nope
ran system file checker - all good
went to intel to check for graphics driver update - none available
did verifier /reset - system reports verifier isnt running
made a registry entry to disable power throttling - nope
turned defender back on, left kaspersky uninstalled.


i'm not using any disk image tools. i dont know about under/overclocking. i do use windscribe vpn but problem exists whether online or off.
i know my ram is kind of low... hope there's something else that can fix this. cant afford more ram atm.


I apologize if this has been done to death. i'm totally lost as to how to fix this.

sorry... all the trace files and such asked for are in the latencyrpt.zip file. i didnt know what to call it at the time.

  • Is the OS an OEM version (came pre-installed on system) or full retail version (YOU purchased it from retailer)? bought laptop secondhand.. seller did new install of os

  • Age of OS installation? os was installed 5/6/18
  • Have you re-installed the OS? no. dont have installation disks

  • Power Supply - brand & wattage (if laptop, skip this one)
  • Is driver verifier enabled or disabled? not enabled i think. did verifier /reset and it told me it wasnt running.
  • What security software are you using? (Firewall, antivirus, antimalware, antispyware, and so forth) windows defender
  • Are you using proxy, vpn, ipfilters or similar software? windscribe vpn
  • Are you using Disk Image tools? (like daemon tools, alcohol 52% or 120%, virtual CloneDrive, roxio software) no
  • Are you currently under/overclocking? Are there overclocking software installed on your system? ??? dont know anything about clocking.
