all windows Update fail to install error 0x80070003

Hello,
The first time we updated this server it failed by doing a loop after the reboot...starting--rebooting. After creating a new server the updates failed again. With dism we managed to delete a update that failed end starting the server. Now every month the server installs the updates, reboots and does a roll-back, giving error 0x80070003. We did try dism, sfc scan, delete softwaredistribution, sfcfix, waiting a month for a new update. any more idea's?
