ADD BLUE LIGHT FILTER IN WINDOWS

I don't know if there is any blue light filter in windows 10 if there is, kindly tell me or if there is not, please add this filter.

Yes there is, it's called Night Light. See here for instructions Set your display for night time in Windows - Microsoft Support

Another option is flux, which is a 3rd party tool f.lux

Besides the screen settings TV mentioned, there are many actual filters that are physically placed over the screen.
