800b0100 error. Can't install KB3037574 even manually.

Hi, folks. Not only do I get the 800B0100 error when Windows Update tries to install KB3037574 (a security update to .NET3.5.1 ) I can't run the Windows 10 Updater (GetWindows10-Web_Default_Attr.exe) either--which I was hoping to do to circumvent having to repair this Windows 7 update.

I have run:
  1. sfc /scannow
  2. MicrosoftEasyFix50202.msi with aggressive mode
  3. CheckSUR (twice)

Any ideas?

Please download the Media Creation Tool and run it. Make sure you select Download tool now.
Accept the terms if prompted.
Select to create media for another PC.
Choose ISO file and save this ISO file to your desktop.

Let me know when it's complete.
