[8.1Upd3 x64] Windows Installer Problem [0x80070641]

Hi,

For quite some time, I've had this problem in the following way: Some (no common pattern) installations won't progress, and some uninstallations. Last 3 programs this happened with: Warframe, Eviews, Gigantic (2 of them being steam games). I couldn't fix this in all of these cases which have happened well beyond three times and I had to just let go of those programs. Today, I performed SFC scan and SFC fix, then performed DISM, then did the "special" SFC fix in this tutorial.
Based on this version error: "6.3.9600.17415".

OK, please start with the following. It's been long enough that the logs have been removed from SendSpace.

SFC Scan
1. Right-click on the Start button and select Command Prompt (Admin)
2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter
sfc /scannow

3. Once it finishes, copy and paste the following into the command-prompt window and press Enter.
copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"

4. Once this has completed please go to your Desktop and you will find CBS.txt => Right-click on this file and choose Send To...Compressed (zipped folder). Please upload this zipped file CBS.zip to this thread
