[8.1Upd3 x64] High CPU usage "Service Host: Local Service"

Computer: HP ENVY m6
System: Windows 8.1

Description of problem:
The CPU usage of "Service Host: Local Service" containing "Windows Firewall," "Diagnostic Policy Service," and "Base Filtering Engine," is continually above 15%, often above 30%.

I'm not having any SFC issues or windows Update issues that I know of, other than SFCFix saying that it was unable to fix all the issues. My issue is with the computer overheating occasionally, and when I looked at the CPU column in the task manager, I saw this happening. I did some searching on the Internet, and saw other people having the same problem, with no one offering any solution that I wanted to try. I saw some people speculating that it might have something to do with Apple device management.

SFC is clean. I would suggest you start a thread in the Windows 8 forum here to get more of an insight. We specialize in Windows Update issues here.
