Hello - my Win7 system has repeatedly failed to install KB4054518 (and its predecessor, the November monthly roll-up). It fails every single day. I have run the Windows Update Troubleshooter (still failed; unable to fix), tried to manually install the update (still failed) and downloaded the SSU directly from MS (still failed).
