[SOLVED] [7SP1 x64] Won't update

Can't get a Windows 7 machine to update. Any updates from Windows Update as well as the system update readiness tool fail to install.

I've run an SFC scan and it finds and fixes errors (Seemingly every time.) SFC Fix reports no errors - log below.

I'm attaching the CBS and DISM logs (Last attempt as Windows Update Readiness was Friday, 1/5.)

Once in a clean boot attempt to run the tool again following the instructions below.

Step#1 - System Update Readiness Tool (SUR)
1. Download and run the following file.
2. When it asks you if you wish to install, please answer yes. Note: It could take 15 minutes or more to run. Please don't cancel.
3. You will get an Installation Complete screen when it's done running.
4. Please attach the log from the following location. C:\Windows\Logs\CBS\CheckSUR.log
Please Note:: if the file is too big to upload to your next post please upload via a service such as Dropbox or One Drive or SendSpace and just provide the link.
 
I can tell you I've never gotten a checksur.log file with how SUR fails (Spins for hours and then nothing.) I haven't done a clean boot yet, so I'll try that. May be a few days before I can get on the user's PC again. I'll be in touch.
 
Finally got on the user's computer today. Did a clean boot, ran CheckSUR and it came back clean. No errors found in the log.

So while still under cleanboot, ran Windows update. No updates found, though no updates installed in the history (Other than CheckSUR.)

Any other suggestions? Getting closer to a rebuild at this point. Hate to because the user is long distance though, so we have to ship machines around.
 
One more note - to see if any updates would run, I manually downloaded the 2017-12 security update from Microsoft. It sat at "Searching for updates on this computer" since 8:30pm last night. 11 hours later - still searching.
 
That's what we use at our company as well. Can you as a testing measure uninstall (not just disable) the antivirus to see if it makes a difference?
