Operating System: Windows 7 Professional 64-bit (6.1, Build 7601)
Windows 7 keeps asking to restart over and over. It doesn't seem to matter how many times I restart. When other programs try to install many of them say I have to first restart my PC in order to finish updates but after the restart, it gives me the same message. My issue seems to be very similar to this thread here.
I have followed the steps in the "Windows Update Forum Posting Instructions" thread with a modification listed below.
Step 1: Register on forum - done
Step 2: Run SFC Scan - done, link to file below in Step 5
Step 3: Skipped the SURT/DISM step as per the instructions in Step 2.
Step 4: Run SFCFix
Run SFC Scan:
SFCFix version 3.0.0.0 by niemiro.
Start time: 2018-02-14 11:25:43.308
Microsoft Windows 7 Service Pack 1 - amd64
Not using a script file.
AutoAnalysis::
SUMMARY: No corruptions were detected.

Modification here: I ran this scan twice and this is the log for the second scan which overwrote the first scan. The first scan showed a server error so I thought it might help if I tried again. The second scan was almost instantaneous and I believe just used the results from the first scan even though the log file output is different.

I have also taken various other steps like renaming the SoftwareDistribution folder in the Windows folder. In order to do rename the folder, I had to restart in Safe Mode because some file/s were being used by another program. I also tried the Windows Update Troubleshooter which would fix some problems and not fix other problems. My problem still persists.
