[SOLVED] [7SP1 x64] KB4074598 (2018-02 Rollup) not installing

Hello,
i have a problem with KB4074598 (2018-02 Rollup) which is not installing and returning with the errorcode 80073701.
I tried several fixes from Microsoft and some manual repairs like resetting Windows update or install updates with the wsus offline installer, but i had no success so far.

sfc /scannow returned with:
Windows Resource Protection did not find any integrity violations

System Update Readiness Tool ran for hours and found about 1785 errors.
Almost all have the following msg:
(f) CBS MUM Missing 0x00000002

In the CBS.Log are some clues that a assembly is missing.
This is corelated with Package_811_for_KB4054518~31bf3856ad364e35~amd64~~6.1.1.2 which is the 2017-12 Rollup


Several month ago i had a problem with the cleanmgr tool (cleanup updates option selected).
After a reboot the PC was stalled with the configuring updates screen. If i remember correctly i fixed this by loading a restore point.
