[SOLVED] 3 Windows 7 Updates continually downloading, but not in Installed Updates

Hello! The three updates that continually download, but do not actually install, are KB3046269, KB3035583, and KB3068708.

After I tried System Update Readiness Tool, clean boot, and Microsoft Fix-it, I was ready to give up and reinstall Windows 7.

Finally, I found your website, downloaded SFCfix.exe, and ran it. Wow! Out of 127K+ errors, the tool resolved 122K+ of them. It ran for 8 hours.

So I am posting to attempt to get help with resolving the rest of the errors in my SFC file.

I am attaching my current CBS.zip file. Thanks for any help that you can give.

I reran sfc /scannow and found no errors.

I am still searching for why my Windows Update will not install updates, even though the updates run and have a status of "successful".
 
I'll need to see the logs to determine that :)

Please attach the log that SFCFix produced on your desktop (SFCFix.txt) and the SURT log from C:\Windows\Logs\CBS\CheckSUR.log with your reply.
It would also help to see the CBS log after the updates install.

To do this, run Windows Update and install the updates that are offered, then when the installations have completed, zip up and attach C:\Windows\Logs\CBS\CBS.log
 
OK. So I figured out that .NET Framework was corrupt. I reinstalled Windows 7, then tried to load .NET Framework 4.5.2 from offline before updates, but I keep getting Fatal Error during installation 0x80070643. Trying every online hint that I can find - Easy Fixit on Windows Update, .NET Framework Cleanup, System Update Readiness Tool, etc.

I just reran .NET Framework 4.5.2. Attached is my CBS.zip file.

I don't see anything interesting in the CBS log.

Let's take a look at the .net installer log and then run through the troubleshooting steps here: Troubleshooting .NET Framework 4 Install failures | VarunGupta

The log should be in C:\users\{your user name}\AppData\Local\Temp\ and will be named something like "Microsoft .NET Framework 4 Setup.html"

If you find that file please zip and attach it with your reply.
 
OK. I am running Microsoft .NET Framework 4 Setup now, since that version does not require SP1 and I am still on native Windows 7 -- as the Windows Updates are not taking.

.NET Framework has been running for 5 hours now. I don't have an error yet, but it's been holding at "Installing .NET Framework 4 Client Profile" with the green circle going round and round.

I did check the registry keys:

At least Firefox and Thunderbird are working.

Since you have not yet installed SP1, let's start there.

First, run the System Update Readiness Tool.

Download and run the System Update Readiness Tool for your version of Windows here: System Update Readiness Tool

NOTE: If you aren't sure if your Windows installation is 32-bit or 64-bit, check here: How to determine whether a computer is running a 32-bit version or 64-bit version of the Windows operating system

This tool will take some time to complete - when it has finished, attach C:\Windows\Logs\CBS\CheckSUR.log with your reply.
 
OK, I ran SURT (after I stopped .NET Framework 4 Setup, had been running for 7 hours). Attached is the CheckSUR.log.

I should have mentioned that the SURT installed Hotfix for Windows KB947821 successfully. I have started up .NET Framework 4 Setup again.
 
OK, this is weird. The message came up that Windows 7 Service Pack 1 is already installed. That may be because I chose the Upgrade option when restoring Windows so that my files and programs would not get wiped out.
 
Also, I ran Microsoft .NET Framework 4 Setup overnight. After 8 hours it stopped again on the 643 error. The CBS.log is too large to send you, even zipped (11.524 MB).
 
So all appears to be fine! I downloaded a fix called MicrosoftFixit.ProgramInstallUninstall.MATSKB, which found that .NET Framework 4.6.1 was still installed, even though that program wasn't listed in Programs and Features or in the registry keys. Once I uninstalled, the Windows Updates took.

Thanks for all your help. You put things to do in the proper order so that the problem could be narrowed down. I am still installing updates and haven't yet seen the three that caused the problem in the first place. I do have the Windows 10 upgrade icon in the toolbar.
