2020-04 Cumulative Update for Windows 10 Version 1903 x64 fails 0x800706be

Windows 10 1909 upgrade also fails.
Chkdsk /f clean.
SFC /scannow fails "Windows Resource Protection could not perform the requested operation"
SFCfix crashes on Checking cbs.log... "Something has gone horribly wrong" SFCFix version 3.0.2.1 by niemiro has encountered an unhandled exception.
FYI: This is an old quad core AMD system with AMD RAID0 that does not support SMART.
I think I follow all the directions for this post.
I have previously attempted to get this working by deleting Windows update files.

Let's see if DISM can fix this on it's own first.

DISM /RestoreHealth Scan

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.

  1. Right-click on the Start

    button and select Command Prompt (Admin)
  2. When command prompt opens, Copy (Ctrl+C) and Paste (Right-click > Paste) the following command into it, then press Enter

    Dism /Online /Cleanup-Image /RestoreHealth

    Wait for this to finish before you continue

    copy %windir%\logs\cbs\cbs.log %userprofile%\Desktop\cbs.txt

  3. This will create a file, cbs.txt on your Desktop. Please zip and attach this to your next post.

If the zip file is larger than 8MB, please use a file sharing service such as OneDrive, DropBox, SendSpace, etc. and include the link with your reply.

GSmartControl
Follow the instructions below to test your hard drive health with GSmartControl:

  • Download GSmartControl and save it on your Desktop;
  • Extract the content of the GSmartControl .zip archive and execute gsmartcontrol.exe; To extract you can right-click your mouse on the GSmartControl.zip file and select Extract.
  • Identify your drive in the list, and double-click on it to bring up it's window (usually you'll find your drive by it's size or it's brand name);
  • Go in the Perform Tests tab, then select Extended Self-test in the Test type drop-down list and click on Execute (this test can take a few hours to complete);
  • Once the test is over, the results will be displayed at the bottom of the window. Please copy and paste these results in your next reply;
  • Also, go in the Attributes tab and if you have any entries highlighted in red or pink, copy and paste their name in your next reply (or take a screenshot of the GSmartControl window and attach it in your next reply);

Let's take a look at the log from the 1909 upgrade.
Please zip and attach C:\$Windows.~bt\Sources\Panther\SetupAct.log

If yes, please do the following:

Step#1 - FRST Scan

1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Right-click FRST64.exe and click Run as Administrator to run it as administrator. When the tool opens, click Yes to disclaimer.
3. Please ensure you place a check mark in the Addition.txt check box at the bottom of the form before running (if not already checked).
4. Press Scan button.
5. It will produce a log called FRST.txt in the same directory the tool is run from (which should now be the desktop)
6. Please attach the log back here.
7. Another log (Addition.txt - also located in the same directory as FRST64.exe) will be generated Please also attach that along with the FRST.txt in your reply.
 
Arcsoft is part of my HP webcam software and was installed after this issue started. I can certainly uninstall it if you think it is an issue.
 
I'm going to reinstall the HP software since I need the webcam. Just an FYI for the next step. I'll uninstall it again if needed.
 
Please uninstall Global VPN Client

Then run the following fix and retry the upgrade:

Step#1 - FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download the attached fixlist.txt and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.
