[SOLVED] [10v1607LTSB] KB4088787 always failed to update repeatedly

I have to reinstall my windows 10 as I can't resolve the win10 anniversary upgrade failure issue.
But when I installed a new version of Windows 10, v1607.14393 Enterprise LTSB, which is downloaded from Microsoft.com. I met the similar issue again. The update KB4088787 always failed to install. Every day when I opened my computer, it tried once and failed again. Again and again......
This is a newly installed system. I tried 2 solutions


A.
1. when system prompted me to update and restart, I clicked it.
2. it tried to install the update and reboot machine.
3. after reboot, it told me it failed to update, and rollback the changes (see the photo).
4. again and again every day.


B.
1. I downloaded the update full MSU file "2018-03 Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB4088787)" from Microsoft Update Catalog
2. click it to install but failed. (see the screenshot)


p.s.
I am a subscription user, I claimed a new key for this version of windows, but it failed to activate.

I ran the command scannow and uploaded the cbs.txt file to one drive.
